Ukrainian Parliament passes bill No. 12117 improving the operation of industrial parks

Despite the war, Ukraine’s industrial parks keep producing new plants — which is exactly why they are currently in the focus of state economic policy.

The Verkhovna Rada of Ukraine has just passed, in its entirety, bill No. 12117 on improving the operation of industrial parks.

The issues addressed by the bill were identified through ongoing monitoring of industrial park development and have now received parliamentary backing. In essence, these are technical matters that emerged during the practical application of the legislation adopted back in 2022. Still, resolving each of them is expected to speed up the sector’s development and encourage the emergence of new production facilities.

What bill No. 12117 regulates

  • Clearer delineation of the functions of all industrial park (IP) stakeholders.
  • The initiator of an IP may now also act as its managing company without establishing a separate legal entity.
  • Introduction of the concept of an “eco-industrial park,” with the Cabinet of Ministers empowered to set criteria for such parks.
  • A new designated land-use category has been introduced — land for industrial parks.
  • The procedure for expanding or reducing an industrial park’s territory has been regulated.
  • The transfer of ownership rights to a land plot within an IP from the park’s initiator to another party has been regulated.
  • Expanded options for establishing an IP: land plots may now be considered adjacent if separated only by protective forest belts.
  • Improved procedures for including and excluding industrial parks from the Register.
  • An improved tender procedure for selecting a managing company.
  • Managing companies whose core activity is leasing real estate can now access state support available to small and medium-sized businesses (loans under the “5-7-9” program).
  • Time limits on power capacity allocation for small electricity distribution systems within industrial parks have been lifted.
  • Enhanced provisions on state incentives for IPs, including the transfer of international technical assistance from local self-government bodies to industrial parks.

Sector momentum

As of the end of 2025, 37 plants had been built or were under construction in Ukraine’s industrial parks. Throughout 2026, new production facilities in the parks continue to open, confirming that industrial parks remain one of the key tools for restoring and developing Ukrainian manufacturing — even amid a full-scale war.
